Samjokgu are mythical Korean creatures, in the form of a three legged dog or a three eyed dog. They possess divine powers to expel evil. Their powers give them the ability to see through supernatural and magical disguises, making evil creatures disguised as humans, such as gumiho, their natural enemies.
Muism isn't really a known religion in countries other than Korea, so when Korean monsters and evil spirits migrate to foreign lands, there aren't any priests there to exorcise or kill them.
The monsters and evil spirits then have free reign to do as they please.
Eugene's grandparents and parents migrated from Korea to the United States in the late 1980's, following evil spirits that escaped the confines of the country. His family traveled from place to place, capturing and exorcising them as they found them. After the spirits had been subdued, his family made the decision to stay in the USA and briefly lived in Atlanta, Georgia, where Eugene was born. After a few years, they moved to Manhattan, New York and settled in Midtown.
Eugene's family still practice Muism and perform Muist ceremonies and exorcisms.
Corpses start showing up frequently, enough to be noticed, and it's discovered that they are all found missing their livers. Eugene's family hears about it and immediately think of gumiho, thousand year old foxes with nine tails. They begin to investigate and set up wards in and around homes, businesses, and various places around the borough.
Things quiet down for a while but the murderer is confirmed to be a gumiho when it attacks Eugene's friend, Leo's, younger sister. Eugene and Leo then take it upon themselves to find and kill the gumiho.
